The first US income tax law was enacted in 1862 in order to help pay for the Civil War. That law was eliminated in 1872 and replaced by a tax on alcohol and tobacco products. Need for revenue rose again so, in 1913, the 16th Amendment made income tax permanent. So you see, if everyone had spent a little less time working and a little more time smoking and drinking we wouldn’t be dreading this day every year!
